About the role

In this role, you will be responsible for maintaining a comprehensive overview of all housing programmes and projects, producing reports, management information, and communications as required. A key part of the role is identifying issues and risks at an early stage and implementing effective mitigation measures. You will also work closely with Alliance Contract Managers, Project Managers, the Asset Strategy team, service providers, and external consultants to ensure the feasibility and successful delivery of housing capital projects and programmes.
Additionally, you will ensure that programmes are supported by thorough analysis, are effectively planned, delivered on time and within budget, and meet the required quality standards while delivering value for money. Governance and compliance will be central to your responsibilities, requiring you to maintain accurate records and reporting for all housing capital projects and programmes, ensuring full adherence to the Asset Management team’s processes and the Council’s governance frameworks.

About the team

The Housing Investment Delivery team, part of the Council’s Housing Asset Management service, plays a vital role in ensuring the effective delivery of capital investment across the Council’s housing stock. With responsibility for programmes valued at up to £40 million annually, the team leads and manages housing investment projects in close collaboration with service providers and multi-disciplinary consultants to achieve successful outcomes.
Beyond programme delivery, the team provides essential surveying services, including pre- and post-inspection surveys, clerk of works functions, and housing-related occupational therapist assessments to support planned refurbishment programmes. They also oversee robust budget and contract management, alongside resident liaison services, ensuring that projects are delivered efficiently, meet high standards, and maintain a strong focus on resident engagement.

About you

We are seeking a highly skilled professional with extensive expertise in programme and project management, underpinned by a strong understanding of relevant regulations and compliance requirements. The ideal candidate will have demonstrated success in risk identification, assessment, and management, as well as experience in leading change management initiatives. Excellent communication skills are essential, along with the ability to engage stakeholders effectively and the confidence to challenge constructively when necessary.
In addition, the role requires experience in supporting diverse teams and delivering proactive, high-quality programme management office services to enable the successful delivery of large, complex projects. Strong analytical skills are also vital, with proven ability in data analysis and the production of clear, insightful reports to support informed decision-making. This combination of expertise will ensure the effective management of programmes and projects while driving value and achieving successful outcomes.
