About Haringey

Haringey is a fantastic place to live and work – the world in one borough. A place brimming with creativity, personality, radicalism, and community. It is a place where we stand up for each other. A place that is proudly distinctive. We’ll be celebrating all this and more as the “rebel borough” when we are the 2027 London Borough of Culture.

Our history champions change-makers and everyday rebels; revelling in our differences, battling discrimination, championing equality, and doing things our own way. Haringey’s people are a huge asset, with knowledge, expertise, and passion. Our staff members embody our organisational values: Caring, Creative, Courageous, Collaborative and Community-focused. These values keep us looking forward, ambitious for the future, and continuously striving to do our very best for all of our residents.

About the Role

This role provides leadership for Haringey’s dedicated team supporting refugees, vulnerable migrants and people seeking asylum, backing the team, wider council, and partners to deliver proactive, accessible and compassionate services for all vulnerable migrants in Haringey. The role is key in driving the delivery of Haringey’s Welcome Strategy – continuously improving culture and practice so that newly arrived residents can integrate and thrive in Haringey.

The Resettlement Programme Lead will manage operational managers in the Resettlement Team, fostering a culture of safe, person centred, holistic support for our residents and promoting staff wellbeing and development at all times. The role will manage relationships with key partners across the council, public sector, and voluntary and community sector (VCS) with honesty and sensitivity, building on strong existing collaborative working. The role will also lead on commissioning and financial planning for the service, as well as relationship management with central and regional government, including completing accurate and timely quarterly returns to ensure continuation of funding for the team.

About the Team

The role is based in the Placemaking and Community Development Service and sits alongside the VCS Coordinator (supporting the VCS to thrive and play a key role in shaping and delivering high quality services in Haringey), the council’s anti-racism work and Haringey’s Community Networks which bring VCS groups and community representatives together with senior leadership from the public sector to build trust and find shared solutions to challenges and opportunities.

The service area has a strong culture of strengths-based practice, honesty and compassion. We work collaboratively with our partners and residents and have seen the greatest impact where trust between residents with lived experience of migrating to the UK, VCS groups, and the council is built and maintained through good communication, collaboration and shared responsibility.

About You

You will be a collaborative and values-driven leader, committed to improving outcomes for refugees, people seeking asylum and vulnerable migrants. Bringing empathy, compassion and cultural awareness, you will build strong, trusted relationships with residents, partners and stakeholders, while confidently providing constructive challenge to drive continuous improvement. You will be equally comfortable operating strategically and delivering operational impact, helping to shape high-quality, person-centred services in a complex and evolving policy landscape.

You will bring:
•    Strong programme management skills
•    The ability to work across a range of stakeholders spanning vulnerable residents through to Directors and elected members
•    Creativity and innovation with the ability to think strategically to identify and maximise opportunities in the context of limited funding
•    The ability to work under pressure, responding to and successfully implementing changes in guidance and operational contexts
•    Awareness of the issues (including the legislative landscape) facing refugees, people seeking asylum and vulnerable migrants
•    Awareness of the impacts of discrimination and marginalisation, and confidence in working with disadvantaged communities to identify and remove barriers
•    The confidence to operate in a politically sensitive environment, with an understanding of – or the ability to quickly learn – how local government operates
